Where do I go to complain about a website that doesn39;t send you the goods that you ordered

On December 5th I ordered some products on what appears to be a legit website. On Dec 12 I got a hold of there via there live chat. on there website, since I hadnt gotten a email from them. They said that my order number belonged to somebody else and that they never had an order place at the time I said mine was. So, I scanned and emailed my confirmation to them. They then said that it would be sent out on the 15th and I would get my tracking email. Well, nothing. I called their toll free number on the 17th and they said that it had been sent out. When I asked about my tracking number email, they said that they would have to get with their mail department. On Thursday, I emailed them. Friday the 19th at lunch time I got an email from them stating that it had been shipped by FedEx, and that the tracking system was updating, but they would send me my tracking email ASAP. Well, here it is the 20th and nothing. All they ever tell me is that it will be here before Christmas. Oh I almost forgot to mention that my credit card had been charged..--Answer1:Most business that sell online use a merchant account of some kind. Merchant accounts are very sensitive to non delivery of goods even if it is downloadable. Find out which merchant account was used and contact them. They will freeze payment to the vendor if they suspect any foul play. That could hold up thousands of dollars that would normally go to the vendor. Its quite good leverage to let the vendor know what you intend to do so that they can solve your problem in hast.
