What are the rules to sell alcohol

I am wondering the rules and regulations of alcohol sales in Knoxville, Tn. I noticed there are no drive thru gas stations and no drive thru liquor stores. I have seen these in other parts of Tennessee and would like to know why these are not available there. Also, the Tennessee law sttes "No licensee may sell any wine or other beverage alcohol in any sealed or unsealed package for consumption outside thepremises. Not withstanding the foregoing, a restaurant licensed may permit a consumer who purchases an unsealedpackage of wine in connection with a food purchase and consumes a portion of the wine on the premises to remove thepartially filled package from the premises." - how to interpret this when restaurants sell it all the time?.--Answer1:They have a liquor license. The ATF is the department that runs this and decides on who gets an alcohol license and decides what the fees are for obtaining a license.
